I’d like to build a settings page with lists all styles of block, and let’s you select a different one as a default setting.

How to I get a list of all blocks and their styles?
How do I store the preference for each style and how to I make them show up by default in the editor and on the front end?
Use case, my classic theme has a separator style with a wide line styling that I use for all separator blocks, but it’s always two clicks away.
